The discussion whether educational reforms need to be carried on at the level of primary schools or at that of higher education has began just after the opening of Darülfünun (University) and continued in an intensified manner thereafter. This article deals firstly with the life of Emrullah Effendi, whose prominence in the history of education was due both to his career as minister of education in the 2nd Constitutional era and to the importance of activities that he carried out; and with the educational activities that were put into practice during his term as minister of education. Secondly, it focuses on Emrullah Effendi's theory of -Tree of Tuba-, a theory which was taken and livened up by Ziya Gökalp after the death of Emrullah Efendi.
