This survey examines the educational aspect of the relationship between the Turkic people of Russia and the Ottoman Turks. By examining the memoirs, travel accounts and especially the press of the Turkish Constitutional Period (1908-1918), the study tries to determine the context of this relationship. The survey primarily questions the thoughts of the Ottoman intellectuals on the education of the Turkic people in Russia. At the same time, it reveals the criticism and solutions offered by the Turkic intellectuals of Russia on the Turkish educational system. Finally, the study discloses that the Turkic immigrant intellectuals provided a different perspective and a rich experience concerning the educational reform, although it is difficult to estimate the degree of their effectiveness in concrete.
